Ethics is always a challenge. However I have a question for you and forgive me if im being ignorant: how do you wish to answer those questiond on future technologies whose purpose and parameters are yet to be fully defined?

I am looking at machine learning. If we want to implement an algorithm that looks at predicting criminal behaviour. How can we know beforehand the algorithmn is biased? And in which forum should this take place — UN? Regional level, e.g. ASEAN ? Country level? Or should there be a special body setup specifically for AI similar to the ICC in The Hague.
